Elections in occupied territories. Under what conditions should they be held? How long does it take to organize them?
New Europe Center analysts have found answers to these questions by analyzing conflict settlement processes (different in nature; some of them lasted for decades; some have not yet been resolved). We have also studied dozens of scientific papers on the same topic. Back in 2016, these developments were passed on to Ukrainian diplomats and negotiators in Minsk. “Holding elections three years after the ceasefire is the most favorable to stabilize the situation and maintain peace,” is one of the conclusions of the document.
