Nataliya Butyrska, Associate Senior Fellow at the New Europe Center, in her article for Korean Institute for Maritime Strategy examines how North Korea’s direct military involvement in Russia’s war against Ukraine has transformed bilateral ties into a strategic alliance with far-reaching consequences for European and East Asian security.
The expert argues that Pyongyang’s arms supplies, troop deployments, and access to combat experience are prolonging the war while exposing the failure of global deterrence and sanctions enforcement: “Relations between Russia and North Korea have evolved beyond transactional engagement, transforming into a strategic and ideological partnership that reflects an effort by authoritarian regimes to reshape the global balance of power under the banner of defending sovereignty and promoting a new multipolar world order”.
Nataliya Butyrska warns that the Russia–DPRK partnership undermines international law and creates long-term security risks well beyond Ukraine: “The absence of effective enforcement mechanisms to counter the unlawful military cooperation between the two countries sets a dangerous precedent for the international security system”.
