“Some NATO partners are persuading Ukraine to maintain vague conditions regarding reforms for invitation to the Alliance. I think this is the wrong approach: Ukraine should specify and fulfill these conditions before Washington. This requires simultaneous efforts of the authorities, the opposition, and expert diplomacy”.
