On October 8, Alyona Getmanchuk, Director, the New Europe Center, Hanna Medevedeva, Research Fellow, and Sergiy Solodkyy, First Deputy Director, presented the new New Europe Center research ““Wolf-warrior” and Ukraine. Risks of cooperation with China for relations with the EU, the USA and NATO”.
The invited speakers of the event included Petro Beshta, Director General, Political Department, Ministry of Foreign Affairs of Ukraine, and Victor Konstantynov, Assosiate Professor, Institute of International Relations, Taras Shevchenko National University of Kyiv.
Some points from the speakers:
- The title of our document is a metaphor for the more aggressive & offensive Chinese diplomacy. Prior to that China pursued rather observational “panda” diplomacy.
- In the new New Europe Center research we do not call for Ukraine to be more selective in cooperation with China than our Western partners. Yet, Ukraine should set the red lines in the foreign policy not only regarding Donbas, but also regarding China.
- European and Euro-Atlantic integration are the strategic priorities of Ukraine. These priorities do not contradict Ukraine’s opportunities and readiness to develop diplomatic relations in other regions (in particular, in Asia).
- The EU, the US and NATO have different attitudes towards China and different threats perceptions. I would rather take the example of the level of Chinese danger perception in the EU, not the US.
- Chinese investments can pose certain security risks to other states and make them dependent on Chinese political influence. The EU-like investment screening would mitigate such risks for Ukraine.
