“We can thank the President of France for his resolve to leave the club of those paralyzed by fear. Observing closely the changes that have taken place within the French political elite over the past year, I would not be surprised if France leads a coalition of the willing—those capable of changing Putin’s strategic calculus not only at the level of communication but also at the level of making real decisions to deploy their own military components under certain conditions.”
