Democratic Legitimacy in Wartime: Experts Discuss Trust, Institutions, and Future Elections

On March 10, 2026, the Westminster Foundation for Democracy (WFD), in partnership with the New Europe Center, organized a closed roundtable discussion on the topic “Preserving democratic legitimacy without elections: authority, public trust, and institutional resilience”.

The participants were welcomed by Vasyl Sehin, Country Director, Westminster Foundation for Democracy, and Sergiy Solodkyy, Director of the New Europe Center. 

The guest speakers of the event were:

  • RT Hon Wendy Morton, Member of Parliament, House of Commons, Member, Board of Governors, Westminster Foundation for Democracy;
  • Anthony Smith, Chief Executive,Westminster Foundation for Democracy.

In a trusting, off-the-record atmosphere, participants discussed a wide range of issues, including the current functioning of democratic institutions, public trust, and political pluralism. They outlined the legal, security, and institutional conditions necessary to enable future free and fair elections.
