Shared Challenges, Common Adversaries, and Pathways to Solutions through Strengthening Societal Resilience

On Wednesday, March 25, the Czechia–Taiwan Forum V “Polycrisis–Migration–Influencers” took place in Taipei (Taiwan), bringing together over 80 participants.

The event was organized by the Taiwan Office of the European Values Center for Security Policy, which kindly invited the New Europe Center team to join these important discussions and share Ukraine’s experience.

The forum focused on multiple global crises and wars unfolding one after another, strengthening the resilience of democratic societies in confronting closed autocratic states that are difficult to influence from the outside, and protecting the shared information space.

Mykhailo Samus, Director of the New Geopolitics Research Network, spoke at the first panel, “Preserving Democratic Resilience in an Era of Polycrisis.”

Key message: Ukraine has unique experience in building security and military infrastructure, particularly in drone technologies, and Kyiv is ready to share it with partners. Ukraine warned that Russia’s full-scale war would not be limited to its territory—and this is now clearly evident in the Middle East.

Nataliya Butyrska, Associate Senior Fellow at the New Europe Center, participated in the second panel, “Exploring the Role of Migrants in Political Initiatives to Strengthen Resilience.”

Key message: Ukraine has a large number of internally displaced persons who have lost their homes, reshaping the regional landscape as populations from the east and south relocate to other regions. Ukraine is also facing a labor market crisis, which remains difficult to address amid the ongoing full-scale war.

Khrystyna Zeleniuk, Associate Fellow at the New Europe Center, spoke at the final panel, “The Role of Influencers in Promoting Information Integrity.”

Key message: authoritarian states have built closed systems with their own information platforms and messaging apps that are difficult to influence. Russia has blocked Telegram, creating its own closed social network, Max—making its objectives clear.
