“Europe has the industrial base, the financial power to do things, but it doesn’t have the knowledge and the know-how. Ukraine has the know-how, the knowledge. So if those two unite, that would be a real force in Europe”

Leo Litra, Senior Research Fellow at New Europe Center, Senior Policy Fellow at the European Council on Foreign Relations (ECFR), commented for European Correspondent.

The piece examines why Ukraine’s defence-industrial innovation has begun to outpace NATO’s own military establishment. Leo Litra points to bureaucracy as the core divide: “Why is Ukraine so agile in adapting to new conditions, having three or four big innovation cycles a year along with many small ones? Because they just got rid of all the paperwork, which actually allows them to do it.”
