What are the hybrid threats? How to deal with them? What methods to counter them have already been developed in Ukraine and NATO and how has hybrid aggression against Ukraine affected the perception of security challenges within the Alliance? These and other issues were discussed today at the public discussion “Hybrid Threats: Ukraine’s and NATO’s Response” at the Institute of International Relations of Taras Shevchenko National University of Kyiv.

- In today’s world, the ratio of military and non-conventional (hybrid) methods of waging wars is 20% : 80%
- Only a regime where there is trust between government and the civil society can effectively counter hybrid threats
- NATO is now working to perceive cyber-attacks as a pretext for applying Article 5 of the Washington Treaty
