A (Non-)Korean Scenario for Ukraine: Why Seoul Should Learn from Kyiv — Not the Other Way Around

Kristina Zeleniuk, Associate Fellow at the New Europe Center, in her report following the New Europe Center’s advocacy visit to South Korea, explains why the so-called “Korean scenario” does not work for Ukraine and why Seoul should take a closer look at Ukraine’s wartime experience instead.

The analyst emphasizes that the “Korean scenario” is not applicable to Ukraine for three key reasons: the absence of conditions for a “frozen conflict,” the lack of U.S. security guarantees comparable to those of South Korea, and the fundamentally different nature of modern warfare (including massive drone and missile attacks) as well as the global context (the war is part of a broader confrontation in which Russia is supported by China and North Korea).

In the context of global challenges, South Korea can learn from Ukraine, which:

  • is already fighting a new-generation war, marked by massive drone and missile attacks;
  • is developing solutions to counter low-cost threats, where using expensive systems against cheap drones is inefficient;
  • is scaling innovation, having destroyed over 33,000 enemy UAVs in just one month using interceptor drones;
  • is continuously adapting to an enemy that evolves its tactics, including cooperation with North Korean forces.
