Foreign Policy Index (TRUMAN Index)

Foreign Policy Index (TRUMAN Index) is the evaluation of Ukraine’s progress in bilateral relations in key foreign policy areas: EU, USA, People’s Republic of China, Russian Federation and NATO. New Europe Center analysts are among the group of Index experts: Alyona Getmanchuk  (Ukraine-USA), Sergiy Solodkyy (Ukraine-Russia), Leo Litra (Ukraine-EU), Kateryna Zarembo (Ukraine-NATO).

The report presents an analysis of foreign political events in Ukraine in each area, as well as that of the partner country’s (region’s) approaches to Ukraine within the period under research. The document discloses the context of the events and provides the assessment of factors that affect the country’s reputation. Based on the facts presented the researchers make a forecast in the developments, as well as assess each event on a ten-grade scale.  Every foreign policy event, whether a high-profile public statement, meeting, agreement or decision, is given a “plus” or a “minus,” depending on whether it had a positive or negative impact on bilateral relations. The total points for each of these events establish the index of relations in that area.
