On June 23, 2022, Ukraine was given the status of a candidate for EU membership and alongside received 7 recommendations necessary for further advancement to membership.
To what extent has Ukraine progressed in implementing the EU recommendations in more than a year of candidacy? Has it made progress since the last monitoring in May, and in which areas are there still problems with the implementation of reforms?
All these issues were discussed by the analysts of “New Europe” Center together with sectoral experts during the closed discussion of “Candidate Check-5” that took place on September 7, 2023. Basing on the discussion results “New Europe” Center will publish “Candidate Chek-5” prior to Ukraine-EU summit.
Herewith we remind you that “Candidate Check” is “New Europe” Center initiative which unites the efforts of leading think tanks and public organizations of Ukraine for an independent assessment of the implementation of reforms that will contribute to the further integration of the country into the EU.
In August 2022, “New Europe” published the first, in November 2022 – the second, in February 2023 – the third, in May – the fourth independent monitoring of Ukraine’s implementation of EU recommendations. As part of the monitoring, based on the assessments of sectoral experts, we measured by a ten-point scale the progress of Ukraine’s implementation of seven euro reforms in 2, 4, 7 and 10 months of the candidacy. We remind that the reforms concern the following areas: rule of law, anti-corruption, de-oligarchization, media and national minorities.
